The best time to visit Azerbaijan is April to June and September to October, while the northern and western mountains are best from June to September.
Summer in Baku is hot and humid because it sits by the sea, but the mountains in those same months are cool and green, which is why most summer visitors split between nights in the city and nights up high. Spring and autumn are best for the city alone.
Winter is ski season in Shahdag and Tufandag, and a season with lower prices in Baku, but coastal winds are strong and the cold is noticeable.

- Buses between cities: cheaper but schedules don’t suit a visitor on a short stay

Getting to elevated villages like Khinaliq requires a four-wheel drive and a driver who knows the way. Don’t attempt it in a regular car or in rainy weather.

Count day trips as a separate item. Two trips to Quba and Gabala mean two days with the driver, and may rival what you spend on lodging in a short trip.
